When you run the FLTK keyboard test program (test/keyboard.exe)
do the arrow keys show up as 'pushing down'?
Do you get his same behavior in both the 'input' and 'editor'
FLTK test programs? (test/input.exe and test/editor.exe)

Hmm, when you say CharacterSet is set to Multi-Byte,
what does that mean exactly?
We have at least two devs who are based in germany
and likely test with german language config.
But perhaps this is something new in one of the latest
1.3.x versions.. hmm.
When you get in to work, try some of the above tests.
