I think that, on Windows, if the dll needs to use FLTK then the whole app must link to the FLTK dll or the symbols will not resolve correctly at runtime. This is different to the Linux situation, where dynamic linking resolves symbols in a different way. And I've no idea what OSX dylibs do...
