The IUP GUI seems to be based again on GTK or Motif when run on Linux. Alternative GUIs in C are e.g. Agar http://libagar.org/ or EZWGL http://www.ma.utexas.edu/users/mzou/EZWGL/
I guess you could make a C interface for FLTK using SWIG.
