Can you expand on this a bit? What is actually wanted?

I guess I "know" what customizable shortcuts means - it means allowing the user 
to define what keyboard combination will invoke each menu-option or widget. Is 
that correct?

If so, there are a few things you could try. The "easy" option (i.e. what I did 
once) was to store all the user-invoked actions in an Fl_Preferences object and 
load that at app start up, setting the shortcuts at that point. Then there was 
a dialog to "edit" those actions and save the preferences.
The downside was that you had to quit and restart the app to make the changes 
take effect, but the actual code was pretty painless.

There are assuredly better ways!



What is meant by customizable mouse control? I do not know what is wanted 
there...
