For the 1.3.1 release I think it would make sense for Anastasia to be the 
release manager. One of the extra tasks for this release will be to make sure 
that  the release process documentation is up-to-date, especially after our 
move over to git. Since Anastasia is the documentation queen and is well adept 
in our release process (I believe she's already managed a few), I think she'll 
be well equipped to lead us through this one.
