At today's dev meeting we talked a lot about jira. One thing that came up was the need for a resolution type which could be used when the issue filed is determined to not actually have been a bug. For these types of issues, you can now use the new "Not A Bug" resolution type. This can be seen in the resolution drop down when resolving an issue.
