There were several problems with our "Needs Commit" status. There were a few security loop holes, which allowed anonymous users to close those issues. This has been fixed. Also, when you closed the issue, it would remain as unresolved. I haven't been able to figure out how to prevent this second problem. The work around instead is to not allow you to directly close a "Needs Commit" issue. You must first resolve it, then close it.
