I guess my confusion is coming from the fact that I'm expecting the
tab behavior to mirror Safari, which will open the tab in the
background (Safari has a checkbox similar to "Select
tabs and windows as they are created" except that the states are
reversed; you can choose to select "When a new tab or window opens,
make it active" to be on or off).

The option "Select tabs and windows as they are created" seems to
imply that it holds true for *all* tabs and windows, which I guess
isn't the case. I'm not sure if it's better to reword the option so
that the user knows that it doesn't affect all tabs and windows, add
an option to have target="_new" or target="_blank" also open in the
background, or have the current option affect all new tabs and
windows, including those spawned with target="_new" or
target="_blank".

But it's at least good to know that it's not a bug.
