Will - your proposed behavior makes sense. However, I think the original
problem you were referring to was with respect to the command line invocation
of the Agent. In that regard, if the user does specify a configuration file,
then I think it is valid to fail fast in case the file does not exist. If the
file exists but contains no valid configuration, that should result in a
warning with the Agent going into the polling state.
