Hi Rajesh,

Although FME is capable of the sort of translation you describe it
doesn't support CABLECAD format.

The immediate solution is for you to use our developer kit to create
your own reader/writer to support this format.
Information about the developer kit may be found at
http://www.safe.com/products/fme/components/plugin_builder.htm. 

Alternatively, if the source data is in an ASCII format file then you
could read it with the FME Text reader and use a set of transformers to
turn the text into proper spatial features that could be written to
Shape etc.

Finally, Safe would consider developing support for this format if a
business case could be made, i.e.

1 - It's an open format with an available specification
2 - It's a popular format
3 - We get sponsored to support it (if the first two equate to NO)
