  Thanks for your reply.

  I tried difference parameters on my workbench. If no cell exploded, 
those elements included by cell cannot be show/convert. I need to 
drop all the cells for getting those elements. But elements' rotation 
lost after conversion because of cell's rotation overrided them.

  I am converting from DGN to ESRI Shapefiles. When I using 
MicroStation to drop all the cells. FME can convert perfectly.
