Hi Shelley,
The key to reading tags from DGN is to tick the settings button when
you are creating a workspace and choose 'group-by schema'. Then your
tags are available as source attributes to handle as everyone has
suggested.

But if you don't change the group-by setting it becomes very difficult
to expose the tag attributes in Workbench.
