Hi Bill,

Without seeing your data, it's difficult to visualize the problem, but 
I'm pretty certain that FME offers the functionality you're looking 
for.  Using a ClippingFactory, you can clip your ROW polygon using your 
street segments.  To correlate the centerline segment IDs to the 
corresponding polygon, you can use an OverlayFactory.

Depending on the type of geometry that your street segments have 
(polygon, line, multi-lines, etc.) you may need to do some extra 
processing in between these two steps.
