Hello Carly,
When you say Element Information Attributes, is it MSLINK based user linkages or Tags?
To get MSLINKs on the destination you will have to expose the MSLINK while reading and then write them to the exposed ones on the destn.
Tags to my knowledge as on date can be read by FME but cannot be written as TAGS back to DGN.

I have set up a GUI dgn2dgn to translate from one projection to
another. All seems to work apart from the "Element Information
Attributes" as viewed from the original dgn file in MicroStation do
not carry across to the destination dgn. I cannot find what reader
and/or writer keyword i need to specify to action this - any ideas?
The files I am working with are v8.
