Hi Carly,

I don't think FME does this 'as built', but I think if you strung some 
transformers like pointconnector, measure, neighborfinder together to calculate 
distance/angle or some other measures between points that are known to be the 
same you could probably figure out a transformation.  If I was a Geomatics 
engineer like the smarter people in my office I could tell you exactly how to 
build the crazy matrix algebra required, but it makes my brain hurt even 
thinking about it.
