Use a Counter - in the counter name put &xxxx - where xxxx is the attribute name. That will create a count for each attribute value. Difficult to say where to follow up - but a StatisticsCalculator might find the max value which you could then filter out.
Alternatively you may find it useful to create a List (ListBuilder?) then use the ListHistogrammer to make your frequency count.
