Just to confirm...

1) I'm assuming you installed FME from the CDrom, or from a download
named fmecdxxxx.exe (where xxxx is the build number). If not it's
unlikely you'll have all the grid files. Check in the Universal
Translator (settings > datum grid files) to make sure they are present
and correct.

2) This only happens with DGN format files?

3) It only happens when setting the dest coordinate system - the
Reprojector transformer works OK? I believe there is no difference
between the methods used, so this shouldn't happen.

Can you post a set of log files here (or to [EMAIL PROTECTED]) so we
can see the difference when translating from DGN or Shape?
