Hi Heinz,
Can you supply us with a CFT file to check the structure. I believe
CFT is some form of index file?

If it's an ASCII file then you could read it with FME, extract the
bounding coords of each tile and use them to clip the DGN data.

If it's a non-ASCII file then we'd probably have to support it in FME,
in which case we'd need a good specification for the file structure.
