MGDM is indeed Microstation and MGE based and uses uncompressed Dgn Files to 
store the history of these CAD based GIS(es).  Since the world has moved on to 
spatial database driven GISes, MGDM is indeed very archaic and the number of 
systems world wide very very few.

CFT files are part of the MGDM setup storing the spatial indexing system as 
Cover Field Trees (CFTs) which are in fact MicroStation Dgn Files.

If you simply want the CFT Dgn Files because they contain your Map Sheet Index 
Sheet Information plus perhaps top level data such as coastline, major 
highways, etc., then you could probably try and rename them as .dgn and use FME 
to bring them in, or specify their names with .cft instead of .dgn to bring 
them in.
