I filed this as an enhancement request (PR#11294). However, as the
developer points out, it's not possible for a feature class to belong
to multiple feature datasets. ie you can't have "frame" in two
different datasets. So if and when we do this, the classes would be
called frame_1, frame_2, frame_3 etc (maybe 1,2,3 being replaced with
an ID)
