I created a "DonutKiller" custom transformer last year (see 
http://www.fmepedia.com/index.php/DonutKiller), which attempts to do 
this, but its results aren't very good when you put very complicated 
polygons in it (such as the ones you're describing...). However, it 
might give you an idea of what is necessary for this.
