Silly me. Of course, you'll also have to make sure that $FME_HOME/ plugins is in your CLASSPATH as well. If you're on Windows, separate this and the path to pluginbuilder.jar with a ";'; on UNIX, separate them with a ":". (Also on UNIX, you'll have to make sure that the COM directory is in upper case.)
