Yes, you are correct. I was searching through our code for the existence of "pluginbuilder.jar", and I couldn't find it so I thought you had to specify it elsewhere. (I also thought, "There's something to fix for 2008.") However, on closer inspection, it looks like we automatically add all JAR files inside FME_HOME/plugins to the CLASSPATH.

If you find that your JRE is possibly installed (and JVM.DLL is in your path), and the problem is not resolved, it appears that there is some problem with FME itself. All I can suggest is to send a complete log to support.
