  Why would you want to move from DGN to SHP and back to DGN when the purpose 
is to just build closed polygons.
  Your choice of snapper is good.
  Did you try to the Anchored Snapper that lets you choose what snaps to what 
feature?
  You could always play around with the tolerance values, pass the output of 
the polygon builder to FME UV to see how many are getting snapped and polygons 
built.
  Depending on the context you may have to also use the extenders and 
intersectors before the snapper or anchored snapper can be used.
  BTW are you aware of the MRF CLEANER?
  If your data is not that great MRF CLEANER comes handy.

  A note: Well as a person in the GIS field for sometime now and whenever I go 
out to train people in GIS (digitisation and map making). I just tell them, no 
matter whatever clean up tools you might have with you, just remember the first 
time you do it right ( those snaps and nodes) the better it is for you. Of 
course many a time GIS professionals do not have a choice esp. when the data 
comes in from external sources.
