ISPs that block port 80 are typically doing so because they disallow "servers" on the network. You may find that they block nearly any incoming connection that isn't first initiated by an outgoing connection.
You can try ports at the higher end of the range like 8080 (a common alternate port for web servers) or something even higher (27132 for a random value). Your router will need to be configured to forward that port and users will need to specify that port when trying to reach your server, e.g.:
