That is something that has been proposed for laptops within the Federeal
sector.
Beleive it is a good idea for mobile laptop users in any sector as well. 
Data is much more valuable than systems, and there continues to be a need
to protect the data whethere it is in a mobile laptop or even a PDA or in
the Enterprise.
That being said though, I think the challenges for encryption in an
Enterprise environment could be significant. The configuration management
issues, selection of an encryption methodology, and key management would be
the first 3 that come to mind.  Then there is the environment - would this
be limited to only the static access to the Enterprise or extend to both
mobile and static users.  And finally - the human factor.  How would it be
implemented and enforced across the Enterprise?
Will be following this thread as trust is becoming a significant issue in
protecting data at rest, data in process and data in transit.
