That's a real good question, which sent me looking for answers.  Here are 2
ways to do it:

(1) Open a DOS window in Windows (use the MS-DOS prompt listing on the
Start/Programs menu.  Then use the DOS "DIR" command, and the redirect
symbol (">") to send the output to a file, not to the screen.  For
instance, use the following syntax at the C:> prompt to send the listing of
the C:\TEMP directory to the file C:\TEMP\LIST.TXT, which you can then cut
and paste into other documents:
         DIR TEMP > C:\TEMP\LIST.TXT

I haven't tried it, but I suspect that this command may not be available in
Windows ME.

(2) Install the free windows utility "File Grab," which lets you work with
Windows Explorer file lists within windows.  You can get it from PC Mag's
site:
