Cynthia- When I've made templates, the page title has always been editable, by default, without me doing anything. In fact, I don't know if you can lock it to keep it from being edited. If your template has a title that can't be changed when you create a new page with the File > New From Template menu, then perhaps your template is corrupted. (It sounds like you've already tried opening the template file and defining the title as an editable region using Modify > Templates > New Editable Region.)
I think I ran into problems with a template that was acting weird for reason's I couldn't figure out, and ending up fixing the problem by restoring a backup copy of it, so it seems like corruption can happen. You could try making a new, simple template to see if its title behaves correctly.
