The bottom line is, if they have authorization to modify and re-distribute a
microsoft font, they probably should remove the microsoft digital signature; if
they are not microsoft and ships with a font with a microsoft signature, that's
highly suspicious.

One way of confirming copyright violation is to find the same digital digest on
a genuine microsoft font. At the moment all I can tell is that the digital
signature was signed around 2002/2003, so if this is a copyright violation, it
would be a microsoft font shipped around that time, ie. windows XP-ish?
