Taking this into account, I believe that this change really should have been following the changes-process, arguably even as a System-Wide change, but there is no change page for this at all; and clearly there has been no coordination with maintainers of packages which are affected by this change. At this point in the cycle I believe that it is best to just revert the dejavu packaging changes done for Fedora 32 in Fedora 32 and in rawhide, with the exception of the dropping of the 'Provides: font(:lang=...)' provides.
