Do we want to change this?  This change would make XFree86
incompatible with the SI for ISO 8859-1 fonts, which may not be a Good
Thing.

OTOH, XFree86 is already incompatible with the SI for bitmap fonts.

(I still think that it was a mistake to change the apostrophe glyph in
eight-bit fonts, although I do not have a clear opionion on the ISO
10646 fonts.  There is no reason why 0x27 in ISO 8859-1 must coincide
with U+0027 in ISO 10646.)
