Please read the Unicode 3.0 book actually. The word "apostrophe" is just a historic name. Unicode explicitely says that it is a direction neutral symbol, and it is prudent to distinguish it clearly from U+2019. All this is explained in great detail on http://www.cl.cam.ac.uk/users/mgk25/ucs/quotes.html with lots of quotations, therefore I won't repeat the detailed argument again here (since I'm typing this via a slow link).
