Not adding the empty box in the first place is a good thing. I didn't do it
because removing it later seemed simpler to implement. But I am confused about
the relevance of the 2060-empty-block-issue.xml example... The correct output
should be 2 pages, not 3, so I think the fix stands. Comments?
