finally i found a workaround for my 2. problem:
the 2 files page.svg and float.svg were not found during the fop run because
in the
fop.fo file there where the following references to the images:
src="url(page.svg)"
and
src="url(float.svg)"

i simply removed "url" and the "()" so that i got :

src="page.svg"
src="float.cvs"

and got the fop.pdf including the images!

does anyone knows what the actual problem is here ? does this look like a
XSLT problem or is it a FOP problem ?
