Hey:
 
Lots and lots of third party image converters are available that can move (either on the fly, or in batch form) img file formats to .gif, .png or whatever.
 
I particularly like deBabelizer by Equilibrium software.

The problem is, no one supports .img. Otherwise things would have been easy. Secondly, the conversion is not one time. so i can't rely on that.

Three choices:
 
1) Convert from .img (what format is that btw?) to something that FOP does support
2) Add support for .img to FOP
3) Don't use FOP, use something which does support .img already.
