You're right. In fact, the ASF is less complex. The ASF distributes software that can be 100% sure to be usable as the APL license says, which basically is "do what you want but give us credit and don't blame us". The libraries are usable in the format they are distributed in as if they were APL, since this is what "compatible" means.
