AFP fonts have 3 possible states, single-byte, double-byte and double-byte with
line-data commands (shift-in;shift-out operators). Currently FOP can only be
configured for single-byte and double-byte with line-data commands, we need to
allow for the third state that doesn't include the shift-in;shift-out
operators.
