ok, in short:

fitting-strategy IS a FOX namespaced attribute.

When used on a FOX namespaced element,the "fox:" prefix must be ommitted;
when used on an FO namespaced element, the "fox:" prefix must be explicitely 
used;

AFAICK, no new attribute is added in FO namespace.
