What do you mean by ‘new FO element type’? I don’t see anything wrong with 
creating extension layout elements, if the standard ones don’t allow you to 
achieve what you need. Why would a fox property be preferable? I think it would 
actually be harmful as it would change the semantics of the FO element it is 
used on. Could you clarify?

Whether the extension elements in the present case are of general interest 
enough to be integrated in FOP is another discussion, that we can have before 
merging the branch.
