[1] REC XSL-FO 1.1, ยง6.9.3 - fo:multi-switch:
"The user may switch between the available multi-cases.
Each fo:multi-case may contain one or more fo:multi-toggle objects, which 
controls the fo:multi-case switching of the fo:multi-switch."

IIUC, fo:multi-toggle should be used for responding to user action.
So, if the selection is made by the user agent (FOP), there is no user action; 
fo:multi-toggle is not usefull if fox:fitting-strategy is explicitly used on 
fo:multi-switch.
