By using fo:multi-switch to express the alternatives, and by introducing a new 
extension attribute that applies to fo:multi-switch, e.g., the fox:auto-switch 
suggested by Pascal above. I'm not hung up on what to name this attribute.

I am opposed to introducing a new element that appears to operate just like 
fo:multi-switch for best fit but doesn't. It doesn't fit. Pun intended. :)
