Attached is the example, provided by Jeremias, together with the FOP 1.0 and 
1.1 output, that was behind the code change that caused this regression. In 
this example the 1.1 output is better than the 1.0, although the result is 
still very pixelated. The image used in the example was this one 
(http://photojournal.jpl.nasa.gov/jpeg/PIA06193.jpg) but any high resolution 
JPEG will do.
