I have a patch I'll add very soon. The Basic Link area will now ignore 
footnotes to make sure it doesn't cover it. The footnote needs to be above any 
of the content inside the basic link, otherwise it might still be covered (you 
can do this by using a % for the baseline-shift (baseline-shift="250%") if 
necessary). For this fo, that was not needed, but I'm sure in some scenarios it 
might.

I'm adding the pdf I generated using the fo file added to this jira.
