You'll have to use an XSL extension function and use an XSL processor that implements that function.

The most standard date implementation is the one offered by EXSLT.

<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
xmlns:date="http://exslt.org/dates-and-times"
extension-element-prefixes="date">
. . .
<xsl:value-of select="date:date-time()"/>

The only xsl processor that implements this internally that I know of is Saxon by Mike Kay
