Surely there are some defaults. Look into the documentation
whether you can override them and set a fixed width. I've
only a rather old DocBook version at hand, and it's *way*
to late at night to update right now.

What's wrong with it? Is it an illegal FO construct? Or is it a
construct unsupported by Fop?
Not implemented in FOP. I think these tables are not put
into the output, or at least the caption will be missing.
Try it yourself.
