Dan, I've done a few projects with some high resolution images included in the final PDF that FOP generates with XML and XSL. Some of these have been 300 dpi or greater, and look great. FOP seemed to handle them fine as long as you specify the length of the image block and the image. You do have to specify the height as well if you aren't sure if the image will extend past the bottom margin of the page, and then not show up. I can send some XML, XSL, and PDF docs that were created, directly to you, if you'd like to see them.
I used Photoshop to prepare the images.
