Don't mix two things: 1. FOP supports EPS as image format (input) in the PDF and PostScript renderers.
2. My "project underway" is a Batik Transcoder that allows to convert SVG to EPS. It uses approximately the same code that converts inline SVG to PostScript when an XSL:FO file is processed.
