I've installed fop-0.20.5rc3a, but if I run this from the c:\> prompt, I get the following error:

  C:\>fop.bat
  'fop.bat' is not recognized as an internal or external command,
  operable program or batch file.


You need to specify the full path to the batch file, e.g.

c:\> c:\fop-0.20.5rc3a\fop in.fo out.pdf

The change you refer to, allows the fop batch file to be run when your current directory is not c:\fop-0.20.5rc3a. The change does not mean your operating system can find the batch file, regardless of your current directory.
