Either call fop.bat with a proper absolute or relative path, or add
the FOP base directory to your PATH. That's how it is supposed to

My bad, I'd added the direct PATH to fop-0.20.4\fop.bat some time ago when I was troubleshooting why it wouldn't work work NoClassDefFound:
