I can set "DL" as paper size on my printer (driver) (Brother HL-1250).
You may need to consult the manual of that user's printer or ask the
printer manufacturer's support to help you.

Anyway, I'm confused with what you say. You're talking about DL size
envelopes and about labels. A label for me in this context is a sticker
that you can print on and later put on an envelope or parcel. So it
seems to be that you're talking about two different things. It's
difficult to help without understanding what you're trying to do exactly.
Maybe I'm just stupid for not getting it. At any rate, I've got the
impression this thread is slowly becoming a bit off-topic for this list.
